Women come in all different shapes and sizes, there are adult women in the 22-24 year old range that have faces like a 13 or 14 year old, there are also women who have bodies like a 13 year old and faces that match their age. The age of consent varies across cultures, in many countries there is no legal age and a 12 year old getting married is not unusual. It's all a matter of social perspective.
