I'm not sure if I would call this exploitation, although the good doctor is certainly more aware of the effectiveness of medical treatments then his patient. I think it's safe to say that this would have no more of an (long term) effect on the lesion than that of a massage. Indeed a cupping therapy could provide this man with temporary relief, something that would be worth its price, surely.
