actually, if you watch you'll see that bullets do easily penetrate. Watch the final battle, the large gunship has its cockpit shot to hell in a very short firing burst, even jake shoots through the smaller choppers windows with his former door-mount machine gun.

Flying in a maximum speed dive adding the speed and weight of a 2 meter long arrow the na'vi easily had the penetrating force of a small bullet or more
