I certainly can answer a question. A 37% increase in water vapour may or may not result in warming because other mitigating factors such as cosmic rays may result in greater than normal cloud production resulting in a net cooling effect. Since you did not specify which gas I am technically correct - the best kind of correct.

Such an incident to produce an increase in water vapour of this magnitude would produce ecological impacts far greater than any potential warming. Undoubtedly there will be regulatory mechanisms in place to restore the equilibrium state of the Earth in due time. I doubt such an increase would be possible and we would still be here to measure it, which actually renders your question moot.

I was obviously talking about CO2 because I was addressing Sigala's point about SUVs. Water vapor cannot be the result of forcing only feedback because the amount of water vapor that the atmosphere can hold is directly contingent on how warm it is.

Ramanathan and Coakley, (1979), and Clough and Iacono, (1995) calculated that the unique LR absorbtion of CO2 in the atmosphere constitutes ~14% of the greenhouse effect. Adding additional CO2 to the atmosphere (and subsequent warming) causes the atmosphere to have a greater capacity for water vapor, which drives the temperature up still.
