The reason that they are allowed to ride on the pavement is because their bikes are classed as emergency vehicles so they can go where they need to. It's just the same for me on my ambulance bike, if i wasn't aloud to use pavements, i would really struggle to get to shouts on time.
As long as you aren't causing anyone a problem by cycling on the pavement, it shouldn't be a problem.
The thing is that the reason why cycling on the pavement was made illegal was simply because of people being stupid, e.g. cycling in major high streets with 1000s of people on it, knocking people over, that kind of thing. I wouldn't be surprised if you were on a quiet street with no one to knock over, and you were sensible, the police wouldn't take much notice as they have considered all of these facts.

In Thailand I was surprised when I was honked at and told to get out of the way by MOTORCYCLE TAXIS operating high speed services on the pavement. I was almost beaten up for pointing out that the schoolkids are forced to walk in the road among the buses and trucks.
I guess we don't know how lucky we are in the UK having a civilised Police force and we do have by and large, good law enforcement. Don't knock it.

I, on the other hand have been trained to do so and therefore have special exemption in certain circumstances. Police cyclists have to be trained to ride on footpaths because they cover pedestrian only areas such as those found right in the centre of town.

In just got stopped today by some dick head police officer with a chip on his shoulder.
The pavement was clear & he pretty much tells me to stop - be ing the nice person I do, then he says I shouldn't be riding on the pavement & says to get on the road now!
So I'm going on my way, but because there are loads of parked cars by the rd, I can't get on it, so I keep going on the pavement - then he shouts "get on the road now!!!"-i shout back saying there are parked cars here! then he radios 4 backup
So after the radioing that I just ride off as fast as I can. Seeing him getting smaller & smaller in the distance (wish I swore at him).
Knowing he had radioed ahead for backup, I know what to expect. So I continued on my route (on the road this time).
Then I got to the high street - I was on the cycle lane when I saw 2 community support officers on the opposite side of the road to me, they told me to stop (I was hesitant)...

Riding a bike ona pavement is indeed contrary to section 72 of the highways act 1835, however, I do not know, or have ever heard of any officer giving a ticket for this, unless they were being wreckless or had caused a severe problem of some kind. they would be at it all day if they did. Perhaps an example should be set, but sometimes, a risk assesment of a particular situation means it is safer for an officer to use the pavement for a short time. Still, examples must be set where ever possible.

A pavement is classed as a walkway on the side or parallel to a roadway. SO they are not breaking any law and you need to get your facts right.

Some are indeed. But remember that they are also being pressured to produce figures for stops. "Work return" to justify there existance. Some also are wanna be plod - over keen in the extreme. Telling them to fuck off can lead to £80 PND or arrest. Most people I have come across are chilled, understand the situation and are fine. Some do have strong anti social attitudes it is all too true.

Good pay, good hours, good conditions. Guess you lucked out. As to riding on pavements - can't see the details - but by law, must be next to a road with vehicles on it to be an offence.
Probably not. But the 508 offence that can be issued by PCSO's requires a road alongside the footway to be legal. Personally I never do footway offences -just advise the rider to walk it past us. We keep being given quota/targets to do 508 offences. Every year,survey show pedestrians do not like cyclist zoom through them, aslo linked to a lot of "snatch" crime by certain street criminals. Go figure.
Maybe it was because the PCSO role is opposite the Police role. Engagement vs Enforcement. Good pcso would make poor police and vica versa. The requriment tend to be opposite. Here in england cyclists are banned from riding on the pavement. That is the point of the video. The community officers are most commonly dropouts from school with not a braincell to share between them, with a very large ASS in this case (see last officer in vid).
Most PCSO I have worked with care about what they are being asked to do. They often run there own businesses and have led full and active lives - which is why the Police want them. The younger ones tend to be wannabe Police Officers, and many of my collegues are now just that. At 50 I have no desire to be a Plod, but enjoy what I do and over the 6 years, have had a great deal of job satisfaction and far more positive interaction than negative. Maybe you should try looking in a mirror?

I filmed this to show to the pcso's when they are next fining cyclists for doing the same thing. I wasn't going out of my way to catch them doing something wrong, they do this regularly and I think it warranted the little effort to film it - you watched it, didn't you?
why didn't you report them to their supervision if you feel so strongly? Look at it this way - if you were getting a kicking these are the people who would come to help you. These guys get a bad rep because of a minority and because it is beneficial to various organisations. There are actually unprofessional police officers out there too you know, it's just that the focus isn't on them at the moment. Moaning about things and not taking action is part of what's wrong with society today.
I completely agree with you Xpack1. I myself have reported officers for such behaviour on bikes. Also if you politely talk to them and "remind" them they will often apologise and get off ;-) Also lets remember the bike may be responding to an emergency call in which case they may need to ride - I think they have blues N Twos for that though if needed.
Absolutely. these people are clearly not responding to an emergency or chasing criminals, but I would say that if they were then that would be a fair exception. I just don't like the way people slag off PCO's when a lot of them do a really great job that is very much missunderstood. They are not PC's. It's a similar job but not the same. The premise is very simple, but I have to admit that some of the legislation available needs reviewing and tailoring for the real world of community policing.
Glad to see here that no one is confusing PCSOs with Special Constables. Be wary, special constables are just volunteers so they don't get paid but have all the same powers as a regular police officer both on and off duty and in my experience are more than happy to use them if you step out of line.

In just got stopped today by some dick head police officer with a chip on his shoulder.
The pavement was clear & he pretty much tells me to stop - be ing the nice person I do, then he says I shouldn't be riding on the pavement & says to get on the road now!
So I'm going on my way, but because there are loads of parked cars by the rd, I can't get on it, so I keep going on the pavement - then he shouts "get on the road now!!!"-i shout back saying there are parked cars here! then he radios 4 backup

The com sup officer runs across the road like he's just seen a major crime going on.
He comes up to me, I take my headphones off & hear what he has to say.
As he comes up to me, he apologises saying "Sorry mate, I didn't realise you were on a bicycle lane.
I looked at him in shock for 5 seconds or so. He walked away & looked back saying sorry again.
I then road off on the cycle lane. The End.

Riding a bike ona pavement is indeed contrary to section 72 of the highways act 1835, however, I do not know, or have ever heard of any officer giving a ticket for this, unless they were being wreckless or had caused a severe problem of some kind. they would be at it all day if they did. Perhaps an example should be set, but sometimes, a risk assesment of a particular situation means it is safer for an officer to use the pavement for a short time. Still, examples must be set where ever possible.

Paramedics are allowed to ride to any part of a pedestrian area or even as i have seen ride into shopping centres to get to calls. @reksub10 they are in the uk. Doesnt mean they get the same training as the police. Children are allowed to ride on the pavement regardless (under 16) as they are not able to be given a FPN.

A pavement is classed as a walkway on the side or parallel to a roadway. SO they are not breaking any law and you need to get your facts right.

Some are indeed. But remember that they are also being pressured to produce figures for stops. "Work return" to justify there existance. Some also are wanna be plod - over keen in the extreme. Telling them to fuck off can lead to £80 PND or arrest. Most people I have come across are chilled, understand the situation and are fine. Some do have strong anti social attitudes it is all too true.

Well, I am PCSO - 6 years Royal Signals, 15years in I.T. (made redundant). Grew up in East/Central Africa. Full motorcyle licence and love my job - almost 6 years now.. Good pay, good hours, good conditions. Guess you lucked out. As to riding on pavements - can't see the details - but by law, must be next to a road with vehicles on it to be an offence.

Probably not. But the 508 offence that can be issued by PCSO's requires a road alongside the footway to be legal. Personally I never do footway offences -just advise the rider to walk it past us. We keep being given quota/targets to do 508 offences. Every year,survey show pedestrians do not like cyclist zoom through them, aslo linked to a lot of "snatch" crime by certain street criminals. Go figure.

Maybe it was because the PCSO role is opposite the Police role. Engagement vs Enforcement. Good pcso would make poor police and vica versa. The requriment tend to be opposite. I am NOT Police, do not want to be, and would propably make a bad one. I want to chat to people, make contact, educate and enlighten - not enforce - I not equipped to do that, nor trained to do that. That is the Police's function, not a PSCO one.

Here in england cyclists are banned from riding on the pavement. That is the point of the video. The community officers are most commonly dropouts from school with not a braincell to share between them, with a very large ASS in this case (see last officer in vid).

Most PCSO I have worked with care about what they are being asked to do. They often run there own businesses and have led full and active lives - which is why the Police want them. The younger ones tend to be wannabe Police Officers, and many of my collegues are now just that. At 50 I have no desire to be a Plod, but enjoy what I do and over the 6 years, have had a great deal of job satisfaction and far more positive interaction than negative. Maybe you should try looking in a mirror?

It's that sarcastic edge to everything that I object to. I've met PCSOs and within their remit and on a personal level they are fairly decent people. Some actually do want to give sometyhing back to the community and some would like to join the police. The former should be encouraged; so in fact should the latter. Intelligence is not always measured thru status or qualifications is it? I've met coppers educated to Masters level and even PhD - does the job they do make them thick?

I think talking about PSCO's in their personal capacity muddies the water somewhat. The argument is that they are badly trained and meke mistakes all the time, and are not needed. PSCO's job often is to criminalise further people often young who have little to do, so sometimes turn to "anti-social behaviour" instead of using that money and resources to create a more wealthy interesting existence for said people.

Indeed they are breaking the law and can be fined for it under Section 72 of the Highways Act 1835 - and that's coming from a small book designed for PROPER cops to take with them on the beat. The only power they have is the power to issue fixed penalty notices... There is still powers of citizen's arrest last time I looked at s.3(1) of the Criminal Law Act 1967. WASTE of taxes - make them full-time proper coppers, atleast then they can protect themselves (ie truncheons) and us from proper crime

community police are a waste of resource recruit 'real' police offficers to do a good job. community ones job is simply to stop people drinking and riding on pavement. petty crap like that should not warrant the salary that these idiots get and as for fining people for riding on pavement, what damn hippocrites!

Man i dont get where people like you are coming from saying get more real police officers, because pcsos cant do anything, do you really think pcsos just see something and because they cant arrest, they just say oh well lets leave it and go home?
No they dont, they either get a PC down to arrest, or they sort it themselves, when a pcso deals with something, they do anything they can and if it needs a pc they will get one down, theres no loss of service given by the police.

I agree: the 'she's a woman' observation is stupid. It was made by someone in the background and although it's a spot-on gender assessment, it's unnecessary.
I filmed this to show to the pcso's when they are next fining cyclists for doing the same thing. I wasn't going out of my way to catch them doing something wrong, they do this regularly and I think it warranted the little effort to film it - you watched it, didn't you?

why didn't you report them to their supervision if you feel so strongly? Look at it this way - if you were getting a kicking these are the people who would come to help you. These guys get a bad rep because of a minority and because it is beneficial to various organisations. There are actually unprofessional police officers out there too you know, it's just that the focus isn't on them at the moment. Moaning about things and not taking action is part of what's wrong with society today.

I completely agree with you Xpack1. I myself have reported officers for such behaviour on bikes. Also if you politely talk to them and "remind" them they will often apologise and get off ;-) Also lets remember the bike may be responding to an emergency call in which case they may need to ride - I think they have blues N Twos for that though if needed.

Absolutely. these people are clearly not responding to an emergency or chasing criminals, but I would say that if they were then that would be a fair exception. I just don't like the way people slag off PCO's when a lot of them do a really great job that is very much missunderstood. They are not PC's. It's a similar job but not the same. The premise is very simple, but I have to admit that some of the legislation available needs reviewing and tailoring for the real world of community policing.

Glad to see here that no one is confusing PCSOs with Special Constables. Be wary, special constables are just volunteers so they don't get paid but have all the same powers as a regular police officer both on and off duty and in my experience are more than happy to use them if you step out of line.
