How to enable or disable the windows firewall in windows 7

everytime i click on advanced settings it says my firewall isn't on and i should use recommended settings so i click on it and this is the message i keep getting "Windows Firewall missing from Services Menu and Error 0x80070424" and yes i just recently cleaned out the win 7 2012 virus, along with the security check virus, and the open with folder virus. and everything is cleaned out and updated but my firewall isn't working. please help if you can.

you have to have macfee or a program like that to turn it off. my year just ran out so :[
