I found this link through a site called culturespill and a page with a memorail to Del Shannon. Apparently it is a song written as a tribute to Shannon the day after he shot himself, by a good friend of his, Tom Lazaros.

Who is Costa? Also Tom Lazares? Great song. Also the tunings and voice sound alot like Shannon.
