Actually, in the Hetalia, America seems to pay some of the most attention to Canada. In the webcomic, he seems to be increasingly noticeable, just not in the world meeting-type things. (Kumajiro still doesn't know who.)

In real life, the Early Warning system that was put in place for fear of nuclear attacks (esp. from the USSR), also watched over Canada. People like to think that the US used Canada as a buffer, but that's not the case.
