PC has no achievements. Only Xbox and PS3. Sorry but there is no Steam support for the achievements.

I'm using an xbox controller so i'm not entirely sure. However try pressing F1 or F2 or just clicking yes or no if you haven't tried that.

I recommend the card although you may be able to find better depending on your price point. Card is good enough to run most games with highest settings e.g. COD4, Assassins Creed etc.

Lag? That's just how the gameplays. It doesn't really feel like you connect with the enemies and is pretty much just a hack and slash.The screen recorder did give a little lag but isn't that noticeable.
