how do you prepare desiccated coconut like to undry it to put for like ummm for decoration just sprinkle onto a cake?

You can grind the coconut using the grinding machine. You can put it as decoration on top of the cake in wet, not neccessary to dry it.

No need to make it wet. Just use the dried desiccated coconut for cake decoration.
