Kirakisuishou was made by Rozen and has never been seen by the other dolls :\

I think you're thinking of Barasuishou who was made by Enju (Rozens aprentice) and Bara tricked the other dolls into thinking she was the REAL 7th doll when she wasnt.

Kirakisuishou was made by Rozen. She was never seen by the other dolls, we saw her at the end of Traumend in the light pink dress. Barasuishou was the one who was NOT made by Rozen and was a fake-she was the one in the dark purple dress.
