Civilian casualties are a part of modern war. It is next to impossible to prevent them,also the blame should lie with the insurgents who hide behind the civilian population. If they weren't fighting among the people then it wouldn't be that much of a problem now would it? Conflict is necessary for the expansion and continued prosperity of states.
