Unlike you impressioned In your comment, Serbia was not country at that time and it was NOT sovereign and that was my point. It is worth mentioning that even though Serbia and Montenegro were as one country, NATO barely bombed Montenegro few times, it was all against Milosevic and Serbian Army. 3 years later Montemegrians decided to follow the steps of Kosovars and seperated from Serbia.
