Probably because it's the Capitol Building. The White House isn't in the Mall, it's on Pennsylvania Avenue and it's blown up. There's a big crater in the middle of it and you can travel underground to get into the crater. Then after killing a few Glowing Ones, you'll find a Fat Man, a couple mini nukes, other ammo and Rad-X
