Let me explain the difference between a death panel since the concept eludes you. A death panel makes arbitrary life and death decisions. If a patient comes before a death panel the governenment officals on the panel have the final word - live or die. Under the Sec. 1233 provision that was removed Medicare simply would've funded advice for living wills, leaving the patient with the final decision. Chuck Grassly knew his party was caught in a lie so he and his snakes had to cover their tracks.
