Obviously they're either covering something nefarious up or something embarasing. When people choose their words carefully and use words like "infrence" and "investigation", that means something is up.
Why did they just repeat each other anyway? What bloat for a cover up.
Basically, if I am understanding this correctly; within their committee they make lists of various members whom have spoken publicly to examine what was said for potential ethics violations. From what it sounds like, the newspaper got a hold of one of these lists and they just want to make it clear that if you are on the list, it doesn't mean you did anything wrong.
At least, this is what I took from it. Always open to corrections.
