RAAM is the better general. When RAAM was in command he lead the e-day assault which devastated the COG, and the COG were losing the war pretty badly. When Skorge took command, he was only on the defense and he failed at that. He didn't get anything done of significance other than sinking a couple cities which still didn't change the outcome. RAAM was smart, powerful, aggressive, merciless. Skorge was an underground priest that used a giant worm to sink cities.

I personally found Ramm to be a bland villain. He just looked like the product of a boomer raping a regular Locust. That and he hardly shows up. In fact when I was playing Act 2-4, and until the end of 5 I completely forgot he existed. I mean in Act 5 I just get on a train, kill Reavers, and Ramm shows up. He wasn't even intimidating. When I think of a main antagonist in a game like GOW I think of somebody whom I grow to hate and can't wait for the final battle where I can kill him. Fail.
