He defiantly should get some game time but i would prefer them to actually put effort into it unlike some of the past games (shadow and 2006). Scourge is the Anti (or Evil) version of Sonic. He can only be seen in the Sonic the Hedgehog Archie Comics. No appearance in TV Shows or games.

Its actually just some tradition that SEGA did with Sonic, Shadow, and Silver (mainly the male hedgehogs in the video games)

There are other hedgehogs in the comics, but they don't follow the "S" name tradition.

When Evil Sonic was suppose to turn green, the people at Archie Comics decided to give him a "S" name, but it has to be sinister sounding. So, they came up with Scourge for a name.

It should if you go by that logic, but the only real difference between the two are their personalities. Sonic is good and fights to defend everyone in his world. Sonic also fights fairly. Scourge is evil and only cares about himself, and he is a dirty fighter (using cheap shots when possible and using a weapon if necessary). There are other difference between them, but their speed is just about close to each other.

Now, to answer your question. Shadow is owned by SEGA. Archie Comic has permission from SEGA to use their characters, which includes Shadow. They are also allowed to create their own characters to help progress their stories.

Well, actually....no....when Scourge turned green for the first time, at the same time Sonic was celebrating his birthday with friends. They had some unwanted guest by the name of Bark and Bean. Sonic and his friends took care of Bark, and Shadow came by and took care of Bean.

Plus the events of Sonic Adventure 2 has past a long time ago in the comics. They just didn't get to detailed in it, compared to how they included the events of the first Sonic Adventure game.

Back when Scourge trade places with Sonic, Scourge was flirting with multiple girls in Mobius. One of them happen to be Fiona Fox. Once Sonic came back, he started going out with Fiona.

After awhile, Fiona realized something. The "Sonic" that she fell in love with was actually the Evil Sonic. She tried so hard to see Sonic the same way that she saw Scourge, but she couldnt.

So Fiona started cheating on Sonic with Scourge. Sonic found out and Fiona went with Scourge.
