No way you can land a traction kite from that altitude. He was probably going for a traction freefall record, and then ditched it for a real parachute when the kite obviously wasn't up for the challenge.

Have a look at some snowkite videos. They can fly at over 500ft up and land safely. If you can land from 500ft you can land from anything!
