Whoa haven't seen this in 21 years. This was originally broadcast on MTV as part of some punk rock special. That's why Colin says "you'd better be on your best behavior because the eyes of the world are upon us." This was filmed in LA at the Olympic auditorium on GBH's third tour of America. If you notice, MTV annoyingly turned down the guitar for the entire set so all you can hear are bass, vocals, drums.

Yes, this is off that show, I remember it well, I taped it as well when it came on and lent it to a flake never to be seen again.
It interviewed kids on the street with liberty spikes that used knox gellitan to stick it up ha ha.
