Scarecrow has already been a vilian in Batman Begins AND Dark Knight. Don't think, he will return. Riddler and Talia Al Ghul are my favorites here. I think they can be made "realistic". Vilians like Man-Bat for example are too much fantasy for this new kind of Batman-movies.

They could do some of the more fringe villains and really flesh them out. Like the Wrath, Anarky or Clock King. Hugo Strange or Mad Hatter would be freakin' awesome too. I also think they need to get to either catwoman or Talia al Ghul at some point. The character of Rachel Dawes annoyed me. The great thing about those two ladies is that it would line batman/bruce up against a woman whom he opposes but is serioulsy attracted to. Also, Talia al Ghul is the hottest comic book woman ever.

we can figure that most of the "secondary" villans may not be in it basically because it would be hard to adapt characters like Clayface, Mad Hatter, Mr. Freeze, Poison Ivy, etc. to Nolan's somewhat realistic approach to the franchise. I would like to see either Riddler, Penguin, Catwoman, Black Mask, or Hush.

No to the scarecrow. He's already been seen. Wanna see something new. Mickey Rourke as Bane, Depp or Hugh Laurie as the Riddler, Ben Kingsleey as Huo Strange. No Robin. And frankly, no female villains, they tend to have more sex appeal than anything else, and it comes close to taking away from the darkness so popular with Nolan's work.
