for the first part of this fight always use to use "jump". also I once ate to enemys at the same time, got "mix", it started ramdomly changing powers and I got "star". but till then I didnt know it was the ultimate power.

You have to hand it to HAL Laboratories, they really pushed the NES hardware on this one to its peak. This game is phenomenal considering the system and the time.

Protip: This battle can be done without ever firing a single star and by only jumping. Just make sure when he gets down close enough and gets ready to fire, if his cloak is facing right (open towards the left) face right and just jump a small bit blow him. You cna beat him without ever getting hit. ^_^ Try and see, I hope this helps.
