The amps are not in the water. At a closer look, you can see that they are at the shallow end, and that each is placed on some sort of stand. Only the cables are in the water and no, they are not plugged in.

@jesterinflames, I'm sure the band would love for you to be right, but I think you are overestimating their budget. This video was shot in 2004, if I remember correctly, and they were just promoting Dead Letters. It was a hit, but I doubt they were loaded.
