The basic question is: did the Chinese Communist Party/Chinese government cause thge earthquake? Yes or no? No, right? Then the quake victims have to bear their own misfortune where the government does what it can to help them. And to be fair, the government must get parliament to pass a bill first authorising relief be given. And then 3 suppliers must be required t bid for constructing one refugee camp, ... etc. The victims pls wait or pls migrate to the US. I like them migrating to the US,
