here is another trick try using this make a new text fil and write this in :C:/Windows/System32/Shutdown -s -f -t 00,then save it were ever you want and rename it

shutdown.bat so delete the TXT part and approve to change the file type and there you go open it and any pc will shutdown,but dont try it on win 7 it may permenantly damage system files.

It doesn't work because a) you're doing it wrong, or b) You run a stupid Vista, which doesn't have Telnet Protocol enabled by default!
