With the technical limitations of how fast you can get an oil field to produce it won't make much difference on the price. At most it was along the lines of a couple of cents.
Drilling for oil will not solve the energy dependency problems, hence the reason a lot of people in the U.S. military see the current oil dependency as a problem.

That shows how little you know about the natural resources in this country. You are correct that is does take years to bring a product to market once it is located. It's not enough to make you energy independent. Even with the potential finds the total potential production is not enough for 20 years of energy independency.
So please do take a look at the numbers before you start calling someone misinformed.
