It is trying to follow more closely to the manga, taking out filler eps and tightening up dialogue. It was only meant to go to 100 eps or so, to the end of the Cell games to celebrate DBZ's 20th anniversary. GT is not part of Kai, as it is not part of the manga. I don't particularly like GT, and I don't accept it as cannon, but it's still decent.
