You don't ever have to put points into charm or intimidate. You can max both for free just by playing the game multiple times, letting you assign all of your points into more valuable combat skills.
Also, you don't need charm or intimidate for Wrex on Virmire! Simply doing Wrex's personal quest will be enough to get you past that quagmire.
Tali has one priority and one priority only. AI hacking. Since you're fighting Geth 90% of the time, being able to hack the Geth Armatures quite literally lets you walk through levels without firing a shot.
A bit late I know. But if you still have the game, putting points in charm or intimidate is very useful as it allows you to save wrex and resolve many situations without even firing a shot.
