The woman herself does not have a bottom half, she's an amputee. You see, it was probably removed from an accident earlier in her life or she was born that way, and yes, there are people who live without their abdomen and lower limbs. The lower half could be a midget of some sort or perhaps a contortionist with her head between her legs and probably arms wrapped around the legs. This was a staged trick. The spectators you saw in the video were in on the trick. First you see a lady (Emily) lie down on the bench. A video edit allows a woman with no legs to replace the woman with legs. Notice how when the legs "stand" at 1:23 that you can't see the bottom of the legs - this is because someone below the camera is standing them up. Furthermore at 1:30, the camera is angled in a way that hides a real person lying on the bench moving the real feet.
