Unfortunately the sort of hatred propogated by The Intercom Trust & supported by homophobes of Devon & Cornwall Constabulary ...has spilled into their influence of Cornwall Gay pride...which has banned pagan & male art sculpture by a gay artist from this years 2011 event.
A few years ago that would have been enough for LGBT people to boycott the organisation entirely, but most just don't care about prejudice these days it seems.
If these are sexual, so are the paintings of Rubens, John Collier's and so many other artists. Might as well throw all the ancient greek paintings and statues on a bofire and be done with it!
The boys in the paintings seem to be around 15/16 years old maybe 14... during the time these were painted Girl that age were married and had their first children, and that is Normal?

According to an email I recieved from the British Government (UK) Equality & Human Rights Commission,...the Intercom Trust may have breached both Article 10 & Article 14 of the European Human Rights Act by 'Intercom' banning the cultural & artistic art works of Henry Scott Tuke from a LGBT History project.
To be fair "Tuke" is well respected in Cornwall, the County Council indirectly owns some Tuke paintings.
It is the "Intercom Trust" based in Devon causing the problem and they have a strangle hold on the purse strings on LGBT issues in the southwest of England.
I was referring to the Conrwall Constabulary. I fully support stupidmonkey's comment: "those aren't children". Those are young men in their adolescent innocence doing what most of us have done by a river or a lake at that stage in our development: acting out our sense of freedom.
Those who see sex in these paintings have a deep-rooted problem within themselves. Shame on those who would shackle us and dump us all in a cage. Happiness is not sinful.
I suppose to anyone with paedophile tendencies, anything related to children would bare some sort of potential sexual charge. That says a lot more about the accuser than the painter because in this particular case, it's not the content. it's what YOU associate it with.

There has been a catalogue of abuses carried out by named & identified Cornwall police officers, but is simply blind-eyed by the IPCC & Police Authority.
Worse, Homophobia, by Cornwall's police is aided & abeted, covered up by such organisations as "Intercom Trust".
Boys were skinny dipping up to the 1960s or so. If he sought permission prior to painting them then I don't see a problem. Unfortunately there is a section of society today that are so hung up on sex that any depiction of younger male nudes is instantly sexual and obscene in nature. There have been enough studies into this behavior that such people are fighting their own battles of what they regard as perversion, and think by acting in this way they are hiding their own 'wicked' instints.

The portrayal of the nude boy appears in all eras of art. To single out Tuke's work as obscene is absolutely ridiculous.
I suppose the theory is that naked boys actually posed for the paintings, which makes sense, but that in itself doesn't indicate exploitation, as boys naturally bathed naked back then, and had fewer inhibitions about appearing naked.

search the charity commission website to see "Intercom Trust" considerable income as a UK government supported charity.
Then email complaint to Charities Commission regarding "Intercom Trust".
Article 10: European Human Rights Act, Freedom of Expression...that includes the depiction of the male nude through Art.
