They thought they needed kind of a boss character, something that would challenge the player. They got the idea of Goro from monsters that you'd see in movies like.... a Cyclops. A cyclops having one eye, they figured they could do a monster similar to a cyclops but it would have 4 arms.
WOW ED JUST WOW Goro is one of my all time favorite MK kharacters and was the Sub-Boss to the Original Mortal Kombat and all the Creator had to say was about the model??? Dissapointing
