The skull disappears if you destroy the Wraith... if you use your sniper riffle before destroying the Wraith, you'll see the skull.

if you completed the game on easy the skull will be gone until you complete it on a higher difficulty. either that or one of the wraiths asploded.

To everyone you can't get the skull, you must beat the game on normal first. Solo or Co-op doesn't matter. As long as you have the Campaign Complete: Normal achievement (or Heroic or Legendary), then the skull will be there.

Damn, I hope I can do that jump. I just got to the checkpoint that says to go to the town of Voi. I think I'm close to this part. I did this game with my bf and we duo'd Legendary, but that was before I retrieved my account so now I have to go back through for achievements. x.x Those Scarabs are going to be a bitch to do again.

what i noticed is that the marines can kill the wraith and the ghosts but you cant kill them yourself thats the trick i found this out while trying to get it drove up the wall with my warthog and the marine in the turret shot the wraith but the skull didnt disappear

Try to get it without destroying the Wraith up the back, if you zoom in on the skull you can see it from quite far back. When i destroyed that Wraith with the missile pod it dissapeared. Thumbs up if it works for you so others can do the same :D

disable all ghosts, and both turrets on the tanks, take a ghost and ram it between the silo and the wall at the back. jump on ghost. throw grenade down. jump again. boom shakalaka!

The skull wont appear because you cant kill any wrath you can only kill ghost i would recommended taking the warthog that was flipped and you made it look so easy and you might want a bubble shield so the blue wrath doesnt kill you

From Halopedia for those who have problems;

If you get to the first AA Wraith don't destroy it, this will make the skull disappear. Instead, look at the 10 meter high cylinder that is to the right of the AA Wraith. Try to either get a Warthog there and jump from the Warthog on the cylinder or execute a well timed Grenade Jump. You could also get it with a friend and he could stand on top of you and you both jump at the same time, making his jump higher, and letting him reach the silo.
