1am because of the changes in law that came in to curb firework misuse and it set times that you CAN'T let them off. Also many pubs nowadays frown on the use of fireworks by individuals unless a professional sets them off which defeats the object, especially with single ignition firework displays in a box;as long as the audience is a safe distance away and the firework is set up correctly it isn't a problem.
