This is from 'You asked for it' which was a popular TV show some time ago, as listed on Elektro the Moto Man's wikipedia page he made an appearance on the show.

IN the 30's Westinghouse created Elektro to show America what mechanical servants of the future would be like and how they would be our friends.

So naturally, they built a lurching seven 1/2 foot bronze Frankenstein with the head of Benito Mussolini.
