Well if you have Windows Moviemaker or some other moviemaker program, then there'ss a track were you place the video and then there's a track below were you can place the music.

Then you can mute the video so to skip the noise;p

Yeah, it is. It's probably yhe best program to start off with, actually. The basic WMM format is not YouTube compadible, so you'll have to convert your files.
