@Schnneider I run a consistent 60fps on this game. It's not the emulator that is to blame but the OP's computer.

Don't know which video you watched. If it was by Renebarahana then know that he was using a OLD build of dolphin emulator. This one is also VERY old. Infact they were over 2500 + builds since this version of dolphin. Also, dolphin only uses 2 cores of your CPU so i7 will not make much difference. Its more about ghz and having 2 cores with nominal cache.

hey man, how do you dont have the black artifacts when making a hadouken or a special?

forgot exactly but its either disable destination alpha pass or Material lighting. One of those settings gets rid of most black artififacts. On the newer svn's it doesn't stop them all.

Thanks, I have finally gotten it to run at full speed... But I get the problem where it's like my controller is on constant "turbo" (trying to simply walk turns into dashes etc). Is there any way to solve this? :/

If you using n-joy plugin you could mess with the deadzone a bit I guess. Its happened to me before but restarting the emulator would fix it. Sorry couldn't be a little more help.
