Just to clarify, 10,000 feet would be tower enroute to get them out of New York and when they get further west they would probably climb them up to a higher altitude. Given there was likely bad weather, no one wanted to try that on this day.
@offcamber98xj Uh, no... you can go over weather, but not under it. Here NY Center had shut off departures, so the offer of 10,000 would stay below center's airspace (it's a procedure called tower enroute), then they could probably go through Philly and into Washington Center's airspace to climb.
I don't know much about ATC or aviation in general but it sounds like this guy un-fucked this situation quickly...and with a sense of humor.

@apodino NY Center was probably dealing with severe weather, the low altitude clearances are actually used to get aircraft out BELOW severe weather.
