The space program require a very large network of industries that are far more complicated and demanding than making a few electronic parts, industries that are simply not possible to establish in a country of barely 40 million people, that's why India has a better chance even though its far poorer than SK per capita. Of course, the reliability of Indian spacecrafts isn't exactly top notch if their moon probe and rockets are any indication, but at least they can manage at least some success

Korea's technology were purposely limited due to the US putting pressures not to develop long range ballistic rockets that would spark an arms war with North Korea.
To go around this limit put forth by the US, the only option left to South Korea was to adopt other countries technology and use it as a place holder until the homegrown technology is fully realized. This way, the US doesnt get upset.

The space program require a very large network of industries that are far more complicated and demanding than making a few electronic parts, industries that are simply not possible to establish in a country of barely 40 million people, that's why India has a better chance even though its far poorer than SK per capita. Of course, the reliability of Indian spacecrafts isn't exactly top notch if their moon probe and rockets are any indication, but at least they can manage at least some success

Why would they "steal" Indian technology if the Indian's agree to a collaboration?
Korea's technology were purposely limited due to the US putting pressures not to develop long range ballistic rockets that would spark an arms war with North Korea.
To go around this limit put forth by the US, the only option left to South Korea was to adopt other countries technology and use it as a place holder until the homegrown technology is fully realized. This way, the US doesnt get upset.

According to the plan of Korea, Korean must join to the space club. Korea should develop KSLV2 by 2018, which will make it possible to launch 150 tons of payload to the low orbital. This KSLV2 should be made by 100% Korea technology, blah, blah, blah... To be honest, Koreans should watch the reality. Korea has never launched anything to the low orbital by now. KSLV1 is almost made in Russia, Korea has no technology in the most important 1st stage rocket.
