Wich m and what's the rat part about? I can think of a few things and how can someone be a rat when the are the cop the judge and the jury in sertain situations.
What KMFDM stands for is a tricky question,but if you translate it as "No pity for the majority", correctly it is "Kein Mitleid Für Die Mehrheit", although some people say it is like you say in the clip and thus intentionally nonsense (No majority for the pity). Alternative is also "Keiner Macht Für Dich Mehr", as heard in song Light, meaning "No one does more for you" (if the macht is written with lower-case m) or "No more power for you" (if the Macht is written with uppecase M)

No more power for you sounds more likely. I liked the way they kept it obscure, at one point it was 'Kill Mother-fucking Depeche Mode'.
