You are misinformed. There were no warnings and no one could have prevented 9/11. Tax cuts immediately after 2001 did indeed help the economy and helped it to be productive up until 2009 - when Barack Obama was elected.

Aside from the Hart-Rudman commission in February 2001 saying this country would be vulnerable to a terrorist attack if the Bush administration did not establish a department to make sure our homeland was secure (sort of a Department of Homeland Security, as it were) and the August 6, 2001 daily briefing saying that al Qaeda was planning an attack using commerical airliners, there was no warning that Bush or anyone else could have prevented 9/11.
