In the parsha (לו:ז) the Torah tells us that klal yisrael brought enough דים materials to build the Mishkan. Then at the end of the same phrase it says they brought too much והותר. The Ohr Hachayim asks, if you have enough you do not have too much? too much is more than enough. Maybe when people speak such a sentence may be used, but the Torah is 100% accurate and therefore an explanation is necessary...
The Ohr Hachayim explains that a miracle occurred and although they brought too much, everything that they brought ended up being used. So larger quantities fit into smaller spaces resulting in everybody's donation being used equally for the Mishkan and it's vessels. And what was originally more than necessary was in the end the just perfect amount...
The Sfas Emas takes a different approach. He writes that in physical quantity they brought the perfect amount, exactly דים. But their intentions where so pure so selfless, no person brought more so that he could get extra credit. They genuinely wanted to donate with their full hearts for the building of the Mishkan, and it is this purity of intent that the pasuk refers to when it says והותר. Their כוונה was over and above, not the physical amount that they donated.
