You obviously have some kind of cheat enabled, because even when hits blatantly connect, they don't go through. The best example is how Gouki's fireballs float through you.

Secondly, you're playing Hyper Street Fighter II: Anniversary Edition, which was released with the Street Fighter Anniversary Collection for PS2 and Xbox, not HD Remix.
