It depends on the league, but many widgit and grade school levels do not allow any type of cut block. It looked to me as if the line just feel straight to the ground, without making an attempt to cut block, but the contact made would call for a foul (in non-cutting leagues). Again, it depends upon the league rules and interpretation of the officials. If there was any question of its legality, I am certain the officials would have spoken about it with the head coach before the game started.
