What program did you made this at 1:23-125 and how do you make that effect?

@parlazente it was actually quite a challenge for me cause i had no idea what i was doing. first, i had to find the cleanest Street Fighter video to "rip" the background effect from, then i had to use photoshop to crop out the guy/deer to give it a transparent background. and finally, i used pinnacle studio 15 to combine the two. i am never doing that again...
