Except your supposed to turn the tap off with a paper towel or something, otherwise your just touching the germs you just had on your hands. And leaving the tap on doesn't waste water. Water is recycled and treated to be used again, if anything it just wastes energy.

You have to get your brush first before turning on the water. while you are scrubbing your hands too you did not turn off the faucet. It's for kids to remember to save water and don't waste it.

Hey crawford, some germs got on the faucet then after you washed your hands they got back on your hands so next time get a paper towl or something to ture the water off and you got some on you napkin so maybe get a new one.. just a tip to u and your friends who watch this...

Only critisism, I would make is to turn on the tap, then wash the knob first. Then wash you can wash your hands. Germs parked on the knob of the tap will cling back on to your clean hands again.
