it's reeve, he used cait sith to work for shinRa and AVALANCHE in doing so he chose to side with avalanche, cait sith is a cat because as a hobby reeve picked up anamatronics(sp?)

i think scarlet mentions it, she makes fun of him for it, thats how he created cait, it's also why cait TRIED to betray them, and failed.
