I remember in Alpha 2, Rose could use her super gauge for a custom combo like everyone else, but she could also use it to have a custom-like super and I think that's what this is. Pretty much, her attack multiplies once she activates her Ultra. That's why it says 3 hit combo instead of it being one hit. Correct me if I'm here.

Well if you beat Bison(Vega) in english he says "Noooo" so im assuming it's No or Never, or Impossibe. IM not fluient in japanese but I know translating English and Japanese is never quite black and white.
