That was Pyramid Head 1 and 2. If you played Silent Hill a lot you'd know xD He is the exocutioner for the three prisoners (James, Eddie, and Angela) that are sent to Silent Hill. Pyramid Head is usually seen raping a manequin or spitter and was first seen in the Apartments having a threesome with mannequins.

By prisoners I don't mean that litterally. They are 'prisoners' becuase they've all killed someone. James killed his wife, Eddie killed sevral people and went crazy, and Angela's victom is unclear but we can assume it was either her mother or father.
