However, the dog who took that nickel was a Scottish Terrier dressed in a kilt and Scottish cap; my guess is that Tex Avery was trying to work off the "Thrifty Scotsman" stereotype that was so prevalent in cartoons from the 30s, 40s, and 50s.

yep, tex avery's style definitely shows in this cartoon, starting with the time bomb bit at 4:35. almost seems like i saw something like the running up the tower gag at 4:58 in a droopy cartoon, but maybe that's just me... the bomber talking to the audience at 5:51 seems like tex avery's work, too. classic tex avery expression at 6:40, especially if you pause right then. looks like tex avery eyes, huh?
Note some later-to-be famous names in the opening credits: Fred (aka Tex) Avery (this is one of his earliest cartoons - you can see the genesis for some of the later "Droopy" cartoon gags) and Charles (aka Chuck) Jones.
Man, that bomber guy was Uuuu-gly!
Porky's would probably have a major stomach ache and the worst case of brain freeze after all those drinks.

The Bomber's laugh (and a little bit of his look) reminds me of Margaret Hamilton's Wicked Witch of the West from "The Wizard of Oz."
