I just don't understand why the City Council rushed this through if it is so great? I am voting NO. And since you mentioned Billy the Elephant Jack, I'm voting against Wendy Gruel since she voted to keep him locked up. She does not deserve to be elected to Controller. Nick Patsaouras is much more of an animal person and he would help free Billy.
